Short answer
Non-EU workers usually enter Italy under the flows decree, which sets 497,550 places for 2026–2028. The employer applies online within the published windows and must obtain a work clearance (nulla osta) before the worker's visa.
Quotas by year
- 2026: 164,850 places.
- 2027: 165,850 places.
- 2028: 166,850 places.
The main steps
- Check the right sector, quota and application window for your year.
- For non-seasonal jobs, first check with the local employment centre that no suitable worker is available.
- Prepare the asseverazione, accommodation documents and a certified PEC address.
- Apply online, then follow the nulla osta and the worker's visa.
- After arrival, sign the contract of stay with the worker within 8 days.
Conditions to watch
Specialist guides mention a limit of three requests a year per employer, with exceptions for associations and staffing agencies, and a minimum income of €30,000 a year in most sectors. Check the official text and recent circulars before applying.
Expected clearance time
Guides mention 60 days for non-seasonal work and 20 days for seasonal work, but actual timing can vary by file and office.
